Is there a way in TC to export out the values of the watchlist columns to Excel?

No, there is not a way to do so in TC2000 v12/v18.

To plot values of an indicator as a watchlist column is it better to plot the indicator first and then right click on it and select copy to watchlist or is it better to click on the + sign in the watchlist columns and select add value column and create it from there without plotting the indicator.
Which one is more efficient and are there any plus and minues to them when values are being constatly recalculated

I don't think there is any difference between the two. It looks like if I can get a RealTime refresh rate using one method, I can also get it using the other method.

The reason I asked is because when I copy a list of symbold into a watchlist the columns don't get calculated and I to click on the header of each to have them calculate

The WatchList Columns do populate for me when I copy symbols into a Personal WatchList with existing WatchList Columns.
I will note as regards your previous question the WatchList Columns created directly fill more quickly than the WatchList Columns created from the chart in this case (no matter which order the columns are in the WatchList).
