I would like to have a PCF Formula with signal Stocastic Peaks crossover 4 - 3 - 3  =< level 20

Simple Stochastic 4,3,3 %K crossing up through %D at or below 20:

STOC4.3 <= 20 AND XUP(STOC4.3, AVG(STOC4.3, 3))

Simple Stochastic 4,3,3 %K crossing down through %D at or below 20:

STOC4.3 <= 20 AND XDOWN(STOC4.3, AVG(STOC4.3, 3))
