Is it possible to use an offset moving average in a PCF formula?
If so what would the formula be for simple MA -10 offset.

The offset parameter on a moving average just moves the plot forward or backward on the chart. It does not change the calculation of the moving average.
A 10 period simple moving average offset to -10 is still AVGC10. It only affects how it is displayed on the chart.

A moving average with a positive value would have a value at the current bar. So if the offset was +10, then you could use the following for a 20 period simple moving average offset by +10.

But a moving average offset by a negative value doesn't actually have a value at the current bar. Nothing plots there. If the offset is -10, then it just plots the most recent value 10 bars in the past. The PCF for the most recent value would have no offset. So for a 20 period simple moving average this would just be the following.
