It is any PCF to find stocks that are consolidating before they do a breakout?

Well, that depends on, nad needs your specific definition of Consolidation? Example, for how long?

But having said that, you might look at a Webinar done earlier by the folks at Worden, found on Worden.com. A second approach would be to use the Search feature in these forums (towards top right of this page) and search for Consolidation. You'll get several hits, containing several approaches.
