Bruce, ever done anything with the Schaff Trend Cycle Indicator?
Sounds interesting, though I'm only one cup of coffee into my research :)

I think it would be the following using the default settings.
100 * XAVG((XAVG((MACD23.50 - MIN(MACD23.50, 10)) / (MAX(MACD23.50, 10) - MIN(MACD23.50, 10)), 3) - MIN(XAVG((MACD23.50 - MIN(MACD23.50, 10)) / (MAX(MACD23.50, 10) - MIN(MACD23.50, 10)), 3), 10)) / (MAX(XAVG((MACD23.50 - MIN(MACD23.50, 10)) / (MAX(MACD23.50, 10) - MIN(MACD23.50, 10)), 3), 10) - MIN(XAVG((MACD23.50 - MIN(MACD23.50, 10)) / (MAX(MACD23.50, 10) - MIN(MACD23.50, 10)), 3), 10)), 3)
