Is there a scan available that shows stocks that have just crossed the TSV zero line?

You can create Condition Formulas for this in TC2000 version 7, but we would need to know the settings of the TSV. What is the period? Is it simple or exponential? Are you interested in the direction of the cross through zero?

34 period...exponential going UP above zero.

Please try the following Personal Criteria Formula.

XAVG(TSV,34) > 0 AND XAVG(TSV1.1,34) <= 0
