What does it mean to say "Your short is 10 and your long is 20"?

It just clarification of the time periods for the average close of price. short(er time frame of average closes)10 long(er time frame of average closes) twenty.

I have just discovered Ichimoku Cloud. What pre-built PCFs are available, exclusive to the Cloud?

There are quite a few forum topics devoted to the Ichimoku Cloud. You are generally better off clicking on indicators and selecting Create Scan Condition in TC2000 version 12.3 than attempting to create a Condition Formula.
