Has anyone made observations of the  Balance Of Power indicator during basing or consolidation?

I've had stocks go flat at a point where a reversal was expected by me but the price just sits there. I know that at times it may be stalling in anticipation of earnings or whatever, but I'm curious about the times when there seems to be no news driven event upcoming.
